Republicans Advance SAVE America Act to Tighten Voting Requirements
The proposal, which mandates documented proof of US citizenship during voter registration and requires identification when casting a ballot, cleared the House by a slim 218–213 margin.
Attention now shifts to the Senate, where advancing the measure presents a greater challenge.
Under current rules, most legislation must secure 60 votes to overcome procedural hurdles, meaning bipartisan cooperation would typically be necessary.
Conservative lawmakers are evaluating several tactics to move the bill forward. Among the options being discussed are launching a nationwide campaign to rally public support, consolidating Senate Republicans around a renewed “talking filibuster,” or linking the proposal to essential legislation in order to compel a vote.
Supporters of the measure contend that voter identification requirements are widely supported by the public and argue that Democrats should therefore back the bill. They have also accused critics of implicitly tolerating illegal voting by noncitizens, even though various studies and investigations have found such instances to be extremely uncommon.
However, not all Republicans are aligned on the issue. Senator Lisa Murkowski became the first member of her party in the Senate to voice opposition, expressing concern that measures like the SAVE Act would shift control of elections to the federal level — a stance Republicans have historically resisted.
